In the original canon, most of the main characters can perform magic. Those with that gift are known as witches (female) and wizards (male).
In My Immortal, since spells are rarely used, it can be difficult to tell if many of the characters are wizards. However, it is fairly reasonable to assume that all students and staff members of Hogwarts can perform magic, as in canon.
Eboby is specifically stated to be a witch.[1]
